Lead Aggregators

I believe my company is referred to as an aggregation company, and i want to make sure that this system will be able to assist me in my efforts...

can someone describe the elements that will help me in distribution of leads to multiple parties (around 100)...??

I have a question about reselling leads. Do resell clients are considered to be users and therefore are subject to per month per user charge of $33? I'm in a process of searching for a lead management system that will sell leads to outside agents. If everything is as planned I'd have around 5 employees (top level users) and around 100 outside clients to whom I'd sell the leads.
